International Admissions and Compliance Manager

Contractual Hours: 37.5 hours per week, Monday to Friday with occasional Saturdays, 9:00AM to 5.30PM

Person specification


The successful candidate will work closely with the Director of Recruitment and Admissions, Head of Admissions BIMM UK, Senior Tier 4 Applications and Compliance Officer, and liaise with other departments within BIMM to include Student Support Teams, Career and Industry Teams and College Principals. 
The post holder will conduct the relevant research, update stakeholders, project manage the development and implementation of immigration compliance policies for incoming students, to ensure that BIMM meets its Tier 4 (General) sponsor obligations under the Home Office Point Based Immigration system. 
They should have an excellent understanding of the implications and frequent changes to Government policy on student immigration, ensuring BIMM maintains its Tier 4 Sponsor licence and be able to provide leadership and strategic management to the Compliance team to contribute to the enhancement of student experience in compliance activities that meet regulatory obligations and commitments. 
The successful candidate will provide organisational support to our key stakeholders: Academic and Administrative colleagues at each of our UK campuses, and external organisations such as UCAS and the Home Office.
Proven experience in successfully maintaining Tier 4 Compliance and planning, delivering and managing complex, multi-functional services is a must.

This role will be subject to a basic DBS check.

Key accountabilities

1. Immigration Compliance General items
• Providing advice, guidance and information on compliance duties in relation to the Home Office Tier 4 Immigration route across BIMM group. 
• Developing action plans in relation to government led international policy changes (ie. Brexit) 
• Work closely with any new curriculum developments in relation to TDAP to ensure Tier 4 students are eligible to study under new academic structures and course provisions. 
• Work closely with senior management ensuring that compliance is implemented across all relevant departments and sufficient training is provided. 
• Advise and direct the development of new as well as maintenance of current guides/processes/policies under UKVI and OfS regulations. Work closely with ADQA team.
• To represent International Admissions and Compliance as a formal member of the Quality Assurance and Compliance Committee, and to represent the department within other BIMM committees and meetings by request. 
• Assist with managing compliance for students falling under a variety of immigration rules/course provision 
• Lead audit preparations and regulatory visits when required, arrange and coordinate annual mock audit conducted with an assigned external legal representative or advisor, arrange and respond to peer to peer reviews.
• Tier 4 Sponsor Licence management include Level 1 SMS user reporting duties, CAS allocations and renewals, Basic Compliance Assessment (BCA) applications and maintenance, MI report management, licence renewals. Ensure regular sign in/activity, discuss any material changes (changes within the institution, such as adding a new campus to the licence) with Authorising Officer prior to actioning.

2. Enrolment stage
• Development and coordination of rights to study check policies 
• Assist with checks relating to visas, BRPs in person for Tier and AIS students 
• Collate and record E-Gates related data and other information requested by the Home 
Office.
• Arrange and coordinate Tier 4 ‘Welcome Event’, ensure content provided is up to date. 
• Collate signed Tier 4 student agreements 
• Report agents and other 3rd parties assisted with Tier 4 recruitment on an annual basis.
• Ensure non-enrolment, refusals and incorrect BRPs are reported accordingly (and corrected if applicable).

3. Recruitment
• Ensure Tier 4 compliance information on the BIMM website, prospectus, agent handbook, enquiry email templates is accurate, transparent and is up to date.
• Contribute to international recruitment strategies to meet credible student applications targets.
• Maintain positive relationships with international schools (both in the UK and overseas) and agents and BIMM representatives. Assist with international agent training where appropriate.
• Maintain CAS consultation processes to ensure applicant credibility, conduct risk assessments where appropriate.

4. Training and development
• Keep up to date with Home Office policies and guidance developments, attending relevant training workshops/seminars as required 
• Oversee the implementation and planning of departmental training - awareness of compliance issues, provide advice on best practice and to inform of changes to immigration/reporting requirements. 

5. Line Management and General Duties
• Assist the Head of Admissions in terms of the management of admissions team staff members when they are dealing with international enquiries, applications and enrolment. 
• Line management of the International Tier 4 Applications and Compliance Officer/s – to involve staff support, responsibility for arranging training and professional development, approving sickness and annual leave, conducting annual appraisals. 

6. Additional Duties when required:
• Assist the International Tier 4 Applications and Compliance Officer/s in surge periods covering international admissions, enrolment and student monitoring 
• Monitor academic qualification updates to stay in line with the sector when evaluating qualifications obtained outside the UK. This will require attending seminars and various training events with NARIC/UKCISA and providing updates as required to the wider Admissions Team and Agents.
